As founder and Executive Director of Broadway Housing Communities, Ellen Baxter is nationally known for her vision, innovation and dedication to creating comprehensive, replicable model programs to address the problems of homelessness and disadvantage. In 1981, Ms. Baxter and co-author Kim Hopper, released a report entitled, “Private Lives, Public Spaces: Homeless Adults on the Streets of New York City”, which generated significant public attention to the issue of homelessness. Ms. Baxter is a founding member and active board member of the New York Coalition for the Homeless and The Corporation for Supportive Housing. She also serves on the boards of St. Francis Friends of the Poor and Common Ground Community. Ms. Baxter holds a Bachelor of Arts from Bowdoin College, a Master of Arts from Columbia University, School of Public Health and Honorary Doctorates of Humane Letters from Mount Holyoke College and Bowdoin College.

Robert McPhillips
Chief Financial Officer
Robert McPhillips joined Broadway Housing in February, 2005. He has over 20 years experience as a fiscal officer in the for profit arena most recently as Assistant Treasurer of Dun & Bradstreet Corporation. Mr. McPhillips holds a Master’s from Yale University, School of Organization and Management and a Bachelor’s of Science from the University of Virginia.
Charlene Melville
Director of Education
Charlene Melville joined Broadway Housing in September, 2007. She is an experienced educator with over 10 years of teaching and administrative experience in diverse education settings. Ms. Melville holds both a Master of Science in Education and a Bachelor of Arts in Liberal Arts from City College.
Ana Ofelia Rodriguez
Director of Community Development
Ms. Rodriguez joined Broadway Housing in December, 1998. She has been active in the Washington Heights and Harlem area since 1997 when she served as Chief of Staff to New York City Council Member, Guillermo Linares. Ms. Rodriguez holds a Bachelor of Arts Degree from City College, a Master of Arts Degree from the University of Seville, Spain and a Ph.D. (ABD status) from Washington University.
Mary Ann Villari
Managing Director
Ms. Villari joined Broadway Housing in June of 2001. She was formerly a partner in the New York law firm of Battle Fowler, LLP specializing in real estate finance and securitization. Ms. Villari holds a Bachelor of Arts Degree from Bowdoin College and a Juris Doctorate from Boston University.
